There are several inspections made by the local building inspector, normally the foundation is inspected first, then the plumbing and electrical prior to the insulation and sheetrock going up. At each inspection, the building inspector sign off on the approval and this is recorded in the permit box that is located on the site. You can check this at any time during construction
Licensing rules vary from state-to-state and sometimes between cities in the same state. In many communities, unlicensed contractors may not receive a building permit for work they do for someone else. Construction done by a person not licensed as a contractor may not pass inspection or receive a certificate of occupancy, which allows the use of a building.
Depending on your jurisdiction and the terms to which you have agreed, an oral construction contract may be valid. However, even if an oral construction contract is legally valid, it is not a good idea. There are too many opportunities for misunderstandings and too many potential situations that could arise in any construction project. Both parties are better off with a clearly written document that sets out, in detail, each party's rights and responsibilities.
Important materials are specified in the contract. All materials are covered, however, as substitutions are sometimes unavoidable (lots of bricks run out, for example, colors of materials are sometimes no longer made), we make it clear that an equal substitution will be made but only upon your approval. For items such as lighting fixtures or doorknobs that you have not chosen when the contract is signed, a budget is determined in the contract to cover exactly what will be spent on them.
The budget and a reasonable time frame are stated in the contract, which is signed by all parties with copies provided before the start any project.
